How can I change back to File,edit,view,tools etc

and i REALLY have to edit this report i am doing, and i cant unlock it!!!!
all because the stupid "Tools" bar isn't there....

i'm extremely upset right now, and im confused.

So how did you "lock" this document in the first place?
