Hi Henry,

If you're referring to the dictation feature provided in Office 2000, 2002/XP and 2003, then usually only if it's a recording of
your voice after the app has been trained to recognize it on the particular machine.

There are some 3rd party products, http://nuance.com among them , that do support this type of activity.
