Are writing about the Office Clipboard or Windows' Clipboard?

Generally yes.

However, if, when you quit Word, you get a message asking if you want to
make the content of the clipboard still available to other applications
after closing Word and you answered No, then of course it will not be
available to other applications. But, it will still be available to other
Office applications through he Office Clipboard. (View menu Task Panes).
