Default hyperlinks not working?

When I insert a cross reference (e.g. to a heading number), it comes
into the document looking like plain text (i.e., it doesn't select as
a field), but Ctrl-F9 shows that there is a field there, and ctrl-
clicking on it produces only the message "This operation has been
canceled due to restrictions in effect on this computer." This is new.

What's going on?
