Default Adjusting cells in tables by any increment

I've recently been upgraded at work to Office 2007. In the previous version,
I was able to adjust cell (or column/row) borders by any increment in Tables
by holding down the Alt key while moving the line. That no longer works in
Office (Word) 2007. Does anyone know if this is still an option and how to
do it?

That feature is still working for me in W2007. Is your problem that the
arrows and measurements don't appear in the ruler when hold down alt and
click a border? Or that you click and move but it doesn't stay?

Actually, it is working with tables, so I mis-spoke, but it used to work with
text boxes and drawing boxes and it's not working with those. I have a
document with a picture with a border, then a text box below it on the page
with the same border and I can't, for the life of me, get the left and right
edges of both to line up.

Word 2007 has two graphics engines. Do both the graphic and the textbox have blue sizing handles (old graphic engine object) or
does one have white pearl sizing handles (new engine graphic object). If mismatched you'll usually get a 'clunk' sound if you hold
the shift key and try to select both to use the Alignment tools.

Try dragging without using the alt key. While still unmatched object types, so not using the alignment tools, I can use the the
sizing handles to adjust in 1/100th of an inch increment (if I'm really, really careful g) or select the picture and use Picture
Tools=Format=Size.

Check in Page Layout=Arrange=Align (top right icon in the Arrange group, and from the drop down menu choose Grid Settings to see
if the 'snap' settings are turned on. The alt key toggles the snapping. (i.e. if they're off and use alt key and drag you'll get
the snap behavior).

If you use Office Button[File]=Save As and save under a new name as a
Word 97-2003 document do you get the old behavior back (converts both objects to the older graphic engine behaviors, using Office
Button=Convert after that restores the 2007 behaviors.

We are saving everything as 97-2003 because most of the rest of the
employees have to been upgraded yet.

I could send you a document example if you like.
