Default Word single spacing

How do I permanently set a Word document to single space even if the
characters do not reach the end of the column before margin return? In other
words, how to I permanently set Word to single space upon return, even if I
type only two words on line before going to the next line? I do not want to
do this each time I type a Word document.

If I understand what you're asking, you have added some Space Before or
After to your paragraph style (to create a "blank line" between paragraphs)
but want to be able to suppress this extra spacing at times. To do this, use
a line break (Shift+Enter) instead of a paragraph break (Enter).

Default Word single spacing

Set up a template with the styles set the way you want and create your new
documents that you want to be this way from that template.

Change the paragraph styles that you use so that they have no space after,
no space before, and are set to single-space.

Or, when you want to end a line but not a paragraph, press Ctrl-Return which
will insert a line break but not start a new paragarph.

Format the paragraph alignment of the Normal style to Left Aligned.
