Default Section Breaks and Headers & Footers

In order for me to fully explain my issues, I have to give a little
background information about the certain programs.
I handle closing package document changes for a mortgage company. In the
company that I work for, we house all of the closing documents in a shared
drive. We use two programs to create a closing package. Lets call the first
program Program A and the second program Program B. The main function of
Program A is for the employees to put customer information and make
calculations based on that information. Program B pulls information from
Program A, selects the correct closing documents from the shared drive, and
plugs in the information into the closing package. Due to the process in
pulling the documents and merging them into a closing package, any format
modifications could cause additional errors on the precedding or following
pages. Now comes the current issue.
Here is the layout of the document in question. It consists of several
pages, usually around 7 (there are different versions of this document). I
have the page layout as follows:

1st page different (for headers and footers). Header of first page is
blank, rest have header information. All footers have the same information.
Due to the fact that each page has information merged into the document, had
to place a page break in between each page for flowing text. The first page
has text that is required on the first page. The second page has the
required space for signatures. The next couple of pages has the necessary
legal text. The last page has additional information. These different
sections are all of the same document. Between the last page of legal text
and the last page of additonal information, there is a Page Break.

The change that I am trying to make affects the headers and footers. All
headers except the first page header will be modified. I have to delete a
picture in the header. The only footer that will be affected is the second
to last page footer, the last page of legal text. I have to add text to the
footer. Because of how Program B selects and merges the closing package, I
have to go through a process that is just a little bit more complicated than
simple. I also cannot leave on the "Same As Previous" selection for headers
and footers, it will alter all headers and footers in the closing package.

Here is the list of what I am doing
1. I delete the picture in the header and replace with another picture.
Then I make sure that all other headers have the new picture.
2. Exit headers and footers
3. Go to the last page of text. Go to the page break before the last page
of text.
4. Delete page break.
5. Insert - Break - Section Break - Next Page
6. View - Header and Footer
7. De-select "Same as Previous" function for the header
8. Select "Switch Between Header and Footer" button
9. De-select "Same as Previous" function for the footer
10. Paste the text in the footer
11. Select the "Format Page Number" button
12. In "Page Numbering" tab, check the "Continue from previous section"
13. Close Header and Footer toolbar
14. Scroll down to the page break on the last page of text
15. Delete the page break
16. Insert - Break - Section Break - Next Page
17. View - Header and Footer
18. De-select "Same as Previous" function for the header
19. Select "Switch Between Header and Footer" button
20. De-select "Same as Previous" function for the footer
21. Delete text that was added from previous footer section
22. Select the "Format Page Number" button
23. In "Page Numbering" tab, check the "Continue from previous section"
24. Close Header and Footer toolbar
25. Ctrl Home
26. Insert - Break - Section Break - Next Page
27. View - Header and Footer
28. De-select "Same as Previous" function for the header
29. Select "Switch Between Header and Footer" button
30. De-select "Same as Previous" function for the footer

Now, inbetween steps 4 and 5, and steps 15 and 16, the header on the
previous page is removed. The Header of the all pages of this document,
excluding the first page, is simple sectioned €śHeader.€ť After I had instead
the section break, the header becomes €śFirst Page Header €“ Section 2-€ś and
€śSame as Previous.€ť The issue is that even the €śSame as Previous€ť is
selected, the header is gone. The only way that I can add the header is by
manually copying and pasting the header from a different page. The issue
with that is when Program B is ran, Program B might throw off some of the
headers and footers of the other documents in the package. Also, I will have
to manually insert the header into almost 350 documents, on top of all the
other steps that I am going through. Is there any way that I can alter the
format of the header in the last 2 pages to read €śHeader €“ Section 1-€ś to
match the previous headers? The €śSame as Previous€ť tool does not fix this
issue.
