Default Locking images in Header/Footer

I have both Word XP and Word 2007 and am creating a bank of templates for use
on Word 2003.

There is an image within both the header and footer and I need this to be
locked so the end user cannot make any changes, copy, cut, move or delete
them.

Is this possible?

This is best approached with user education and employment policies.
