Default How to 1.5 space between paragraphs, but not within the paragrap

I am writing a numbered set of instructions and I want to have 1.5 spacing
between each paragraph but not witin the paragraphs. For example:
1) Leave the school parking lot and turn left on Main Street. After the
third traffic light on Main, turn left on to Elm.
(1.5 space here)
2) Stay on Elm until you pass the 7-11 on the left. Turn right at the next
road Jones Farm Rd.
(1.5 space here)
3) You will stay on Jones Farm Rd for 2.5 miles. On the left is a large
water tower. The entence to the park is about 300 feet past the water tower
on the left. If you pass the Citgo gas station on the right you missed the
turn for the park.


I know I can press the return key after each instruction to double space but
I like to have 1.5 spacing and I would like to change the entire document at
once ( the actual document has 80 steps).

12 points will be a full line space; 6 pts is adequate.
