Default Form Toolbar - Where is it?

In the older version of Word, I created a form and then "locked" it by using
the Form Toolbar. It is NOT password protected, only locked so that the
check boxes, etc became active. I now have Office 2007 and need to make
changes to that form. I no longer have the Form Toolbar and can't not find
anyway to unlock this form for editing. What do I do? I don't want to start
over!

Default Form Toolbar - Where is it?

You should be able to right click on any button on the toolbar and select
"Forms" from a dropdown list.

That didn't work, but did lead to further searching which helped me find the
Lock Button. THanks!!

The forms tools are on the Developer Tab (which is not enabled by default -
Word Options Popular Show the developer toolbar).
