Default office 2003 language bar grey no speech recognition with XP home

installed office 2003 SBE in XP Home. Have speech recognition in the Text
Services Input Languages but the Language Bar is grey and unusable. Click on
speech in Word 2003, no reaction

In the control panel Text Services settings do you have the language bar icons set to appear on your desktop and is the default
language set to U.S. English?
