Default Microsoft word 2003 will not maximize completely

When I try to maximize MS Word there is a 2 in gap from the top of the
screen. How can I reset Word to maximize to the full length of the screen.

Default

Quite a few users have reported this problem; so far I have not seen an
explanation, much less a solution.
