I selected a picture from clip art, but I can not get the green dot on top of
it to rotate it, and I can't move it. It has a solid black box around it. I
want to resize it and be able to move it. When I try to now it will move the
picture for me or resize.

Make sure the wrapping is set to something other than In Line With Text.
