I need to convert a word document into a template.

Save it with a .dot file extension in your templates folder.

like for the user to be able to enter data requested by using the tab key to

Use Save As under the File menu and change the type to a Word template. For
more on the different kinds of templates, tabs on the file new dialog, and

What you are talking about is what Word calls an "online form." Check this
