Default Word 2000 - Outline Numbering Issue

I am creating a numbering scheme as follows:

H1=Chapter I.
H2=A.
H3=1.
H4=a.
H5=i.
H6=(a)
H7=(i)
H8=(1)
H9=1.1

Heading 9 (H9) will be continuous throughout the document. The problem I
have is that is in some instances there will not be a higher level associated
with the paragraph. For example I may have a Heading 7 (H7) but not a Heading
6 (H6). Heading 7 would begin with (i) and not pick up numbering from the
previous paragraph with a heading 6. Is this possible.

NOTE: The Outline Numbering is currently setup to restart numbering after
the higher level which in this example is: if H7 was applied, the paragraph
numbering would restart numbering after Level 6. Level 7 has been linked to
style Heading 7.

I'm not quite sure what you're asking, but if you set any given level to
restart after the next-higher level, it will also restart after any level
higher than that. For example, if H7 is set to restart after H6, it will
also restart after H5 or H4, etc.

Also note that Word assumes the presence of higher levels when it
encounters a lower level. In other words, it allows no gaps in
numbering (which could possibly cause trouble). For example:

I. Heading 1
1. Heading 3
B. Heading 2 --- Observe that the numbering here starts with "B."
