Default Using tabs to change outline level

I frequently use outlines and I prefer to create them in the print layout
view. Sometimes, in print layout view, I have been able to use my tab key to
change the outline level. This feature is available in outline view but seems
sporadic in print view. Is there a way to use the tab key to move from say I.
to A. to 1. to a. while in print view? It's much easier than having to reach
for the mouse and click in the increase/decrease indention buttons.

In Word 97 or 2000: On the Edit tab of Tools | Options, check the box for
"Tabs and backspace set left indent."

In Word 2002 or 2003: On the AutoFormat As You Type tab of Tools |
AutoCorrect Options, check the box for "Set first- and left-indent with tabs
and backspaces."
