Track changes automatically shows the changes, but for a simple 'cloud' use
autoshapes callouts from the drawing toolbar and set the fill to no fill.

Thumbs up Answer: How do i draw a revision cloud around a sentence or paragraph?

Hi Chrisso! Drawing a revision cloud around a sentence, paragraph or image in Word 2003 is actually quite easy. Here are the steps:
  1. First, select the sentence, paragraph or image that you want to draw a revision cloud around.
  2. Next, click on the Insert menu at the top of the screen.
  3. From the drop-down menu, select Shapes.
  4. A list of shapes will appear. Scroll down until you find the Cloud shape.
  5. Click on the Cloud shape to select it.
  6. Click and drag your mouse on the document to draw the cloud shape around the selected text or image.
  7. Once you have drawn the cloud shape, you can customize it by changing the color, line style, and thickness. To do this, right-click on the cloud shape and select Format AutoShape.
  8. In the Format AutoShape dialog box, you can make your desired changes to the cloud shape.
  9. Once you are satisfied with the appearance of the cloud shape, you can add a text box inside the cloud to explain the revision. To do this, click on the Insert menu again and select Text Box.
  10. Click and drag your mouse inside the cloud shape to create a text box.
  11. Type your revision explanation inside the text box.
  12. Finally, you can move the cloud shape and text box around the document by clicking and dragging them with your mouse.

That's it! You have successfully drawn a revision cloud around a sentence, paragraph or image in Word 2003.
