Default Repeating header in table, why is 1st page blank, except header?

When I choose to repeat the header in a table on all subsequent pages, the
first page is nothing but the header. Why is that and can I change it? It
throws off my page numbers and I have to choose to print starting at page 2.

Check Format Paragraph, on the Line and Page Breaks tab to see if Page
Break Before is checked. If it is, uncheck.
