Default Locking an image position

We use templates for our digital letterhead, memos, etc. with our logo/tag
lines as image files in the headers and footers. We have been able to lock
the images from shifting in the header and footer on the first page when text
is added, but can not stop the shift of the logo in the footer on the second
page. Have tried all different types of text wrapping and 'lock anchor'
along with the other Options in Advanced Layout. Have also tried different
image types in case it didn't like jpg or tiff. Anyone know how to 'lock'
the position so that we can add text in the footer without the logo moving?
