Default Normal.dot not being generated

I have a problem with 2 pc's running Word XP on Windows XP SP2. When you
start up word, as any user, a normal.dot file is not generated in their user
profile. Any modifications you make to the toolbars, adding buttons etc, are
not kept after Word is closed down and restarted. Doing a search on the pc
reveals no normal.dot files. The template locations are correct and no group
templates are used.
If anyone has any ideas I would be grateful.
