I can. I suspect that you can too but that you just don't know how.

You are likely to get a better response if you provide some details.
For example, "in windows XP." Are you using Word or did you just post
here for s&g? What happens when you select the number and press CTRL
+u?

You can select the paragraph mark at the end of the numbered line, then apply
underline formatting.
