I created a 3 page form with form fields (check boxes etc) for several people
in my office to use. One of the users want to add a 4th page that she can
type notes into. Is there any way that I can allow her to type into this 4th
page without having to call up the "forms' toolbar and turn off the
protection every time she wants to type.

Look on the Tools menu. You should see a command named "Protect document."
From there you should see how to apply the protection to specific sections.

I am struggling with the same question. I am unable to selectively protect
the document section wise. I have got a word document and I have inserted
section breaks. When I go to tools- menu- options- protrect document and
click it i am unable to see any other option or box which tells me to select
section 1 or 2. kindly help.

As I recall, when you go to protect the document, the task pane that comes
up has check box under Editing restrictions. When you check that box, the
pulldown below it becomes enabled and then when you select Filling in forms,
you can then select the Sections of the document to which you want the
protection applied.
