Default Memo Template

I have a memo template and there are 2 sections the top section is protected
and only allows you to fill in the fields - is there a way to get the second
have completely unprotected so that I can utilize bullets, numbering and
spellcheck?

I am using Word 2007

No, there are many Word features that are disabled even in unprotected
sections of protected documents.

Protection for forms is not a suitable approach for documents that primarily
require free formatting. The better approach would be to employ a userform
to collect the fixed data and docvariable fields to present the content -
