Default Hyperlinks don't work in TOC of multiple docs - Word 2000

Hello, I created a TOC from multiple docs based on a tip from another post.
But the hyperlinks don't work. There is no error or anything, just nothing
when you click on a line. It's as if the TOC is just plain text.
I used {RD"c:\\path and doc"} to reference the external docs.
The TOC field reads {TOC \o "1-3\h\z}
Seems like it should work. The TOC is generated when I use
InsertTablesTOC, the links just don't work.

Here's an additional twist. If I generate the TOC in the external document
with the target document open, the links work. But the page numbers say
"Error! Bookmark not defined" But the hyperlinks still work!

I appreciate any help.
