I have been asked if a header/footer can have page numbers i.e. 4.1,

Yes.
You'll want outline numbered paragraphs set up according to the directions
at http://www.shaunakelly.com/word/numb...Numbering.html.

The field you'll want is a StyleRef field set to show the paragraph number.

You could also do this with sections. Then you would show the section
number, and possibly the section page.
