Default How do a change the spacing in my table of contents?

I am attempting to create a table of contents, with three heading levels. I
want the entire page to be double spaced. In between the a Level 3 heading
and a Level 1 heading, there is only one space. Any idea how this can be
fixed?

You need to modify the TOC styles. See
