Default filling out a form in a Word document

How do I create a form in a Word document so that the fields can be filled
out without moving the text after the field?

Put the form field in a table cell with fixed size or in a frame.

What you are talking about is what Word calls an "online form." Check this
in help. For more about online forms, follow the links at
