Default How 2 create an user dictionary 4 a new language: Interlingua?

Hi,
I'm studying INTERLINGUA, an artificial language that helps communication
among speakers of different main European languages and I'd like to create an
user dictionary for Interlingua. Also want to insert Interlingua into the
list of languages. How can I do that?

You cannot. If Office doesn't include it, you can't add it to the list, nor
create a Custom dictionary for it.
