Default online training how to create printed indexed manual

Having just finished a policy manual (containing HR, Admin, Operations,
Billing/Coding, Clinical, and Safety), I can tell you that sometimes it's
best to search the web to see what's available in online manuals. Find
something you like and start from scratch. Ultimately your boss won't care
near as much about the aesthetics of the manual as the content.

Keep it simple!
