Ended up creating an additional TOCs right after the 2nd & 3rd TOC. First I
created BOOKMARKS then inserted the new TOC's on the first line after the
last entry in the previous TOC the resubting fields read: {TOC \b SumHghstd
\*MERGEFORMAT} & {TOC \b SumHDHP \*MERGEFORMAT}. There is a space between the
TOC's, but it makes the last entries stand out - which is OK.

Else, you would have to do without the bookmarks, and could use separate
styles for those headings that should only appear in TOC 2, and those that
only appear in TOC3, and one for the summaries again.

You probably could use TC fields, too, but I don't have experience with
them, as they look like a lot of work, which I tend to evade.
