Default Underline every other table cell?

Using Word 2002 on WinXP.

Creating a Word„˘ electronic (and Printable) form. I want parts of the form
to be filled in by computer but also allow printing blank form to be
completed manually. After reading many posts here and some experimentation, I
am almost there but Word is being stubborn in one area.

I have: Created a table, inserted text and some form fields( in different
table cells of course), hidden grid lines ( don't want ALL tables cell lines
to print), and attempted to place a bottom border on those cells which I want
a Line printed for manual input.

Worked pretty well except: On a couple of table rows I have alternate cells
of label text and then blank cells. When I attempt to place the bottom border
on jjust teh balnk cells, Word places that underlines the label text as well
as the blank cell. These cells are truly empty, there is not a form field in
these cells as these cells could not be complete via computer-- manual entry
only.

Has anyone ran up against this issue before and found a solution??
