Default can't turn off same as previous for page numbering

I have Word for Mac 2011. When I insert a header or footer it brings up a blue bar and it says "same as previous". There seems to be no way to turn this off. I can't go into the header/footer bar as I could on my old Windows version. I don't know how to insert page numbers after the table of contents so that the page numbers won't appear on the previous pages. Everything I've been told to do doesn't work. There is some place - well hidden - where this can be accessed, but I don't know where.
