Default Continued Numbering doesn't work properly

I am trying to create heading styles with specific formatting and
numbering levels/formats. However, whenever I try to get the list to
continue numbering from the previous list, it starts over. For
example, I am in the Findings section with a section number of 3. The
findings section has two subsections labeled Overview, with a number
of 3.1, and Conclusions, with a number 3.2. Now, when I try to create
a third level under Overview and give it a number of 3.1.1, it starts
over at 1.1.1 no matter what I do. So if I do "set numbering
value...." and choose continue from previous list and check the skip
values box, all the other numbers are re-entered like:
1
2
3
3.1
3.1.1

They only show up when you show all chars but I don't want them to
show up. It should look like this:

3 Findings
3.1 Overview
3.1.1 Third level
3.2 Conclusions

Any ideas on how to set that up?

How would I do this in Word 2007? Not as easy.

Default Continued Numbering doesn't work properly

Place the insertion point inside a paragraph using the top-level style of
your outline. Click the Home tab on the ribbon. Click Multilevel List (in
the Paragraph group), and then click Define New Multilevel List. This will
display a dialog box similar to the Customize Outline Numbered List dialog
box of previous versions, and it allows you to edit the numbering as in
previous versions.
