Default TOC title WAYYYY too long

I'm writing military manuals. The problem is that the paragraph titles are
the opening phrase in the paragraph. For example:

€œ1.1.1 Claws. The claws of the cat are retractable, allowing for playfully
swatting things or kneading the Masters pot belly with only the pads of the
feet. They can be instantly unsheathed, however, and turned into weapons
deadly to a mouse, and maiming to larger animals. They are also capable of a
germ warfare role and can be used to inject the enemy with €œCat Scratch
Fever€.€

All I want for the TOC entry is €œ1.1.1 Claws€¦€¦€¦€¦€¦€¦€¦€¦€¦€¦€¦€¦€¦€¦€¦ €¦€¦€¦€¦€¦€¦€¦€¦€¦€¦€¦€¦€¦1-7€
However Word seems to want to give me the WHOLE paragraph, no matter what.
The easy answer would be to make €œ1.1.1 Claws€ its own paragraph, but that
violates to the standard.

HELP?
