Default Size of character and line spacing

for a report i need to use a character not less than 2.0mm for capitals and
1.5mm for x-height (height of lower case x) i am using arial font - can
anybody help?

I also need to have a line spacing of 1.2 - again can anybody help?

I'm not sure how points work out metrically, but there are 72 points to the
inch (2.54 cm).
