A user's dictionary appears to have not been copied across after Office 2000
- 2003 migration and W2K to XP migration. Is his normal?

If the upgrade was "in place" (that is, the upgrade version was installed
over the older version), this file should have remained untouched. If the
migration involved new computers, then the file would have to be copied over
manually.
