Default Administrator accessing passworded documents

If I password a document [saved as a WORD doc format] using
Tools/Options/Security is there any way for someone with Administrator rights
to be able to access the document without knowing the password?

If a password is forgotten, is there any way for someone to be able to
access the document and get it open?

Are the answers true for all releases of WORD?
