Default when I try to create a new set of labels there are no lines.

In Word 2003 or earlier, click on Table | Show Gridlines.

In Word 2007, click somewhere in the label area, and then click on Table
Tools: Layout | View Gridlines.

See http://support.microsoft.com/?kbid=555375 .
