Default Document with Columns

I have a 4 page document with 2 columns on each page. Somehow the right side
of the page with stretch the space between paragraphs so that the page is
filled in. How can I stop this from happening?

Default Document with Columns

On the Layout tab of Page Setup, make sure the vertical alignment is set to
Top and not Justified.
