I am not able to drag and drop text within a word document. I have
acertained that the option is checked and should work. How can I resolve
this?

I'm afraid that without any indication of which version of Word, which
version of Windows, specifics about the document or any details about what
happens when you try it's a bit difficult to hazard a guess as to the cause,
let alone suggest a solution :-)
