Default Creating text in Word 2003 without shifting the format

Trying to develop text lines on a questionnaire in Word 2003. When I type in
the answers to the questionnaire, the rest of the text shifts around.

Set your document up as a table with fixed cell dimensions.

Do I do this in Excel? Is there a way to lock it in?

Default Creating text in Word 2003 without shifting the format

No, as Doug wrote, you just make use of Word tables whose dimensions are
fixed, so adding or removing text from them won't change the layout of the
document. For more on how to "draw lines" using table borders, see
http://word.mvps.org/faqs/tblsfldsfms/LinesInForms.htm (for that purpose,
you don't need the links that describe how to create form fields).
