How can I left justify the last line of a paragraph to avoid having a few
words spread out across the page in a right and left justified paragraph?

Your question is self-contradictory: in a Justified paragraph, the last line
will NOT be justified (spread out). If the line ends in a line break
(Shift+Enter) instead of a paragraph break, the text will be spread out;
otherwise it will be left-aligned.

I've encountered the same issue. I would highlight the paragraph to indicate
that I want the format to be justified, but the last line (especially if it's
only 3 or 4 words) will spread out to cover the space in that line making it
look very odd. I've tried justifying the lines above it leaving the last
line "unjustified" but the entire paragraph reverts to left-alignment. It's
truly frustrating.

This almost always indicates that the line ends in a line break rather than
a paragraph break (especially with text pasted from the Web). If you display
nonprinting characters, you will see that this is the case.
