Default Format SSN to keep leading zero's

Id like to format the SSN so that mail merge does not drop the leading
zero's. Currently Im using the following switch: {MERGEFIELD
SEC_MORTGAGOR_SS_NUMBER\# ###'-'##'-'####}. While the switch does insert the
dashes any leading zero's are dropped. So, 012345678 becomes 12-34-5678 (I
want the field to format as 012-34-5678). Any suggestions?

TO:

{MERGEFIELD SEC_MORTGAGOR_SS_NUMBER \# "000'-'00'-'0000"}
