If you fax a 2 forms..Do you enter the number of pages as 2 or 3?

If you fax a 2 forms..Do you enter the number of pages as 2 or 3?
The perceived wisdom with fax messages is to include the number of pages you

And the number of pages should include the cover sheet, if any.
