I want a section number under a new section to start at 1, but instead it
starts at the numeral after the previous section number. I change it in the
customize outline number list, but it switches back. Can anyone help me?

Is the "Automatically update document styles" option checked in
Tools | Templates and Add-Ins? If so, clear it.

You may also want to verify that numbering is set up correctly
as explained at
