How do I access the Headers and Footers in Word 2007?

Click on Insert in the Ribbon, there you find headers and footers. Editing
the header opens a design menu with all the options.

Along with the other suggestions I've found the easiest way is to
right-click the Header area and select "Edit Header". This should also
bring up the Header & Footer Tools contextual tab if you need
additional commands.

Once a header or footer has been added you can double-click the header
or footer to access it.

I have another question concerning this matter: how can I format the borders
of the Headers and Footers? It used to be by formatting the cell, but now I
can only add borders to the entire page... Thank you.

Headers and Footers themselves don't really have borders. You can format
the paragraph(s) in them to have a border, or you can place a
table/textbox there and add border to that.
