Default typing a word over the top of others like a rubber stamp ?

1. i am trying to produce a pass which is a circle with words within , along
with the effect of a rubber stamp such as " APPROVED " over the top ?
2. the words within the circle dont go near enough to the sides the top or
bottom , how do i manage this ?

If you've used "Add text" to put text in an AutoShape, you'll need to format
the text box to have smaller internal margins. For the APPROVED stamp, you
could use another text box (with no line and no fill), but I suspect you
want the text at an angle, so use WordArt (formatted as In Front of Text)
instead.

I've had to do this before using the textbox with no lines/no fill
technique that Suzanne described. The textframe within an autoshape is
the largest rectangle that will fit within it's margins. So
non-rectanlinear shapes such as circles can really limit the amount of
text that will fit in them.

The one tip I can give you is to enable the drawing toolbar. On it,
select Draw - Grid and adjust the grid to tighter coordinates. This
makes centering the textbox within the circle easier. When you get
everything looking the way you want it, make sure to select the two
shapes and group them to prevent shape shifting.
