Default Adjusting header

For some reason, when I add a header to a document, it doesn't always show up
in the same place. Sometimes it's too low and too close to the body copy.
Is there a way to make sure the header is always in the same place without
adjusting the page margins in "page setup"?

Default Adjusting header

The position of the header is determined by the header margin (Layout tab of
Page Setup), not the page margin. If it's too low, the likelihood is that
there are empty paragraphs above it. See
