Default Tables take up room in header when crossing pages

I can't recall running into this problem before I upgraded to Word 2003. I
insert a table on page 1 and as I add rows, it breaks onto page 2. My
problem is that it seems to be now occupying the header space on page 2 and
the header space automatically expands to contain it. The header space
(outlined in dotted line when view header and footer is selected) continues
to expand as I add rows. The table on page 1 is not inside the header.
