Default How does rhdtool create read only files?

The rhdtool.exe tool adds a dialogue box to files which asks the user to open
the new file as read only when they access it.

How does it do this, and is there a way to turn the feature off so the files
the tool creates won't ask this question?

If you take a look under Tools/Options/Security you'll see an option
for "Read only recommended" option. When prompted select "No" and turn
the option off.

In response to your second question, there isn't a way to turn this
functionality off in the add-in.
